pc probs help needed

On Ilkley moor without a hat
Having problems with my Mothers pc if you try to restart, it just hangs
On shutdown a rundll.32exe not responding box appears
I've reformatted and reinstalled windows but it still has the same probs.
It also hangs when trying to install any software.
They had a couple of power cuts before it went wappy could a power surge have done anything ?
I've checked for viruses and everything was ok

Any ideas on a resolution

Sounds to me that you make have a bad hard disk or bad memory simm in one of your slots. If you've got 2 hard drives then try swapping them about and install windows on the other one. If that doesnt work then pull out one of your memory simms until you find the right one that is knackered.
I had the same problem years ago and it was down to a dodgy memory simm.

Yeah I would run a disk diagnostics check (scandisk) to eliminate HDD failure usually you could turn on SMART in the BIOS which would report back any HDD errors. Try also if you have more than one stick of RAM to remove one at a time and start up the PC to see if problem exists - you might find a faulty stick of DDR to blame here.:|
