it was around 96/97 was house tune it was always played in garlands liverpool as well as a few clubs in manchester

the lyric/sample was......

'you say one for the treble, two for the time, come on girls lets rock that'

i have searched everywhere, possibly that wasnt the title but deffo the lyric.

If it was Garlands, around 96 then I reckon it's the B-side to this:

Diva Rhythms - Volume One (Vinyl) at Discogs

there's no clip on youtube of the B side, only the A but it deffo uses the sample you mention, and would have been played in that club around that time
